Environmental Economics

This course provides an introduction to environmental economics, discussing the basic principles of microeconomics as they apply to environmental issues and analyzing case studies that illustrate how economics can guide conservation practice and policy. The class starts with an analysis of the competitive market equilibrium, followed by market failures including externalities, common property resources and public goods, applied to pollution and environmental policy. The class discussion also includes a review of solutions to such market failures, such as taxes and subsidies, fees and quotas, especially tradeable emissions permits, e.g., carbon markets.

Urvashi Kaul teaches Environmental Finance at the School of International and Public Affairs and Environmental Economics at the Center for Environmental Research and Conservation. She is the Assistant Vice President for Economic Research and Analysis at the New York City Economic Development Corporation, where she evaluates economic and fiscal impact of development projects and events, and analyzes policies and proposals related to City’s infrastructure investments and taxation. She also supervises and trains staff and produces publications on the City’s economy. Previously she was an Economist for Fiscal and Budget Studies at the Office of the New York City Comptroller. Since 2001 she has taught graduate level courses in economics and finance at Columbia and Pace University. A native of Kashmir, India, her education includes an MPA from SIPA, with a concentration in International Finance and Economic Development. In addition, she earned a Masters Degree from the Delhi School of Economics, University of Delhi, and an Undergraduate Degree from Miranda House College, University of Delhi. Urvashi has also worked in the nonprofit sector in New York and India in the areas of peace studies and development. She is fluent in English, Kashmiri, Hindi and Urdu.
