Say for example you live within a 100-year flood plain, the truth is that your chances of losing everything to a flood are greater than 50:50. The tricky part is that “100-year flood” is a dumbed down label for what is really named a “1% flood.” To make it clear, it is a flood that is so high it only has a 1% chance to happen each year. It might not sound very dangerous but the distinction between the terms is important for it can be misleading to some.

Interesting but it seems your missing out on an important factor here, perhaps more important than the climatic cycles you describe. If we are seeing increased flood levels and frequency on rivers, in many cases the cause is not climate change but land use change and floodplain reclamation. In places like China, where development in floodplains is poorly regulated, these are far more important factors contributing to the increased frequency of extreme floods.
